Development of CO₂ infrastructure in Spain

                   

Enagás as an independent CO₂ infrastructure operator

With more than 50 years of experience in the development and operation of gas infrastructure, Enagás is working to become an operator of CO2 logistics services, including CO2 pipelines, liquefaction plants and vessels. To achieve this, the company aims to act as an emissions aggregator in Spain’s main industrial hubs, offering a more efficient logistics alternative through hub-based optimised design. This approach leverages synergies with the company’s other transport networks, as well as its regasification plants, using proprietary patented technology to liquefy CO2 by harnessing residual cold from LNG.

In addition, Enagás offers maritime transport services, facilitating the shipment of CO₂ to end users or permanent storage sites where direct connection is not possible. In this regard, in 2026 Enagás signed the Grant Agreement with CINEA following the award of Innovation Fund support for the development of a CO2 transport vessel.  

 

Call for Interest process for CO₂

Opening period: 18 May to 30 June 2026

Enagás is launching this Call for Interest in order to assess market interest in decarbonisation solutions across the CO2 value chain. The information gathered will be used to size the most efficient transmission infrastructure solutions, including both pipeline and shipping alternatives, with the option of liquefaction at LNG terminals for emitters and consumers, with the aim of establishing a robust logistics chain across all geographical areas of Spain.

What is the Call for Interest?

It is an open consultation launched by Enagás with the aim of gathering information on interest in developing decarbonisation projects requiring CO2 transmission infrastructure in Spain. The process seeks to facilitate the participation of all interested parties. It is non-binding and does not imply any allocation of capacity, reservation or contractual commitment. Enagás will ensure the confidentiality of the information provided, and only aggregated data will be made public.

This initiative forms part of Enagás’ commitment to decarbonisation and the promotion of CCUS projects, and is open to industries requiring CO2 capture technologies in order to achieve decarbonisation.

 

Services covered by the Call for Interest

The process aims to understand which combination of logistics chain services would be required for each emitter. The modules are independent and can be combined depending on the location, volumes and specific needs of each participant.

Interest is being gathered in the following services:

Iconos/Enagas/Degradado/Gasoducto

Onshore pipeline transmission

From the emitter’s capture points, connection via pipeline directly to permanent geological storage sites, end users or liquefaction terminals.

Iconos/Enagas/Degradado/Industria

Liquefaction and ship loading services

Transfer to an Enagás port terminal for liquefaction, taking advantage of the residual cold available at our terminals through the proprietary Eco Coldbox technology, temporary storage, vessel loading and maritime transport to the final destination.

Iconos/Enagas/Degradado/Buque

Shipping

Maritime transport service for liquid CO₂ from terminals in Spain to permanent storage destinations or connection points with European corridors, within the framework of projects selected by the EU Innovation Fund.

Areas of influence of CO₂ in Spain

The Call for Interest covers the entire Spanish mainland territory, without restrictions regarding sector or location. Enagás structures its analysis around four areas of influence, grouping industrial clusters with potential connection to CO₂ logistics infrastructure:

  • COnet2 North Hub: divided into two hubs, one focused on the Basque Country, Navarre and Cantabria, and another covering Asturias and neighbouring regions, where Enagás is working with industrial stakeholders and public authorities on the development of a complete CO₂ logistics chain. With dual maritime access, these two hubs have been included in the European Union’s Projects of Common Interest list.
  • COnet2 Mediterranean Hub: includes the industrial hubs of Catalonia, the Valencian Community and the Region of Murcia, with advanced-stage projects for CO₂ capture, transmission and liquefaction, as well as connections to maritime routes for storage through liquid CO₂ vessels.
  • COnet2 Atlantic Hub: covers the southern and south-western arc of the Iberian Peninsula, with a significant concentration of industrial emitting facilities and a strong presence of port infrastructure centred around the Port of Huelva. 
  • Central zone and other areas: across all inland areas of the Iberian Peninsula, Enagás will analyse the most efficient logistics connections for CO₂ management, linked to users and underground storage facilities.

 

    

Process phases

Once the platform closes on 30 June, Enagás will begin processing the information received and will define the next steps according to the proposed process phases.

Participation is carried out exclusively through the platform provided by Enagás, following this process:

 

Registration through the expression of interest form

The interested entity will complete a registration form containing preliminary questions regarding the company, facilities and contact person.

Participants will receive access to the full questionnaire through the European Commission’s EUSurvey platform, where they will submit detailed information regarding their facility.

 

 

Access to process documents

Access to complete information regarding objective, projects, services covered by the call, scope, process phases and participation conditions.
