Hydrogen connection to the natural gas network

This page provides you with information on the capacity allocation procedure for connecting hydrogen production projects to the natural gas transmission network. This procedure is mandatory for all companies with a hydrogen production plant that wish to connect to the natural gas network.

How is this procedure regulated?

Circular 2/2025 of the CNMC (National Commission for Markets and Competition in Spain) and the Resolution of 13 June 2025 set out a bidding process, structured in phases, to allocate available capacity in a transparent, orderly and objective manner.

These connection applications will be managed annually, through a bidding procedure, which will consist of three phases.

Key dates of the 2025-2026 process

  • From 1 to 21 October - Phase 1: Developers send Enagás GTS a completed form with the required information on their applications.
  • 12 November - Enagás GTS publishes the available capacity by area.
  • From 13 to 26 November - Phase 2: Developers submit their operator connection applications.
  • From 27 November to 11 December: 10-day period for correction, depending on the admission date of each connection request by the operator.
  • From 12 December to 13 January - Capacity recalculation, where required, by Enagás GTS in coordination with the operators, along with the provisional acceptance of projects. 
  • From 14 January to 3 February - Verification of the management criteria and final acceptance by the operators.
  • From 4 February to 10 March - Phase 3: Closing of the process and final communication of the results to the develops.

*The dates provided are indicative and may be subject to change depending on the circumstances outlined in the Resolution of 13 June 2025, as well as the application of non-working days under Circular 2/2025.

 

Process phases

The developers must send preliminary information to the Gas System Technical Manager, Enagás GTS, which will determine the conditional connection capacity available for each area, in coordination with the operators, within 15 working days from 1 October of each gas year.

In order to analyse the conditional connection capacity of hydrogen production plants in the Gas System, Enagás GTS has segmented the network into areas. Each area groups together the distribution and secondary transmission grids connected to them, so that the conditional capacity calculated per area corresponds to the maximum injection capacity available that is aggregated over the positions of both the transmission grid and the interconnected secondary transmission and distribution grids. Capacity determination

  • The Gas System Technical Manager, Enagás GTS, together with the operators, will determine the conditional capacity available per area for the next five years.
  • The capacity per area will be published on this website within 15 working days after the deadline for receipt of applications.
  • Enagás GTS will carry out the capacity calculation, in coordination with the operators, according to the principles of Article 39 of Circular 2/2025.

Applications may not be filed by network operators that have not been previously submitted in phase 1 to Enagás GTS by filling in the relevant form.

Developers must formalise their connection applications to the corresponding network owners, who will evaluate and provisionally assign the available capacity together with the Gas System Technical Manager.

  • Deadline: 10 working days after the publication of conditional capacity and 10 additional days for corrections.
  • Target group: Transmission and distribution system operators.
  • Medium: Operator web platforms.
  • Requirement: The information must match the data provided in the first phase.

Evaluation and allocation:

  • The Gas System Technical Manager, in coordination with the operators, will have a period of 20 working days to analyse the applications from the time they are received, assess a recalculation of the capacity and provisionally accept the applications according to the criteria indicated in the regulations. 
  • Subsequently, there will be 15 working days to verify the criteria and make the final acceptance.

Operators shall communicate the final results of their analysis to the applicant companies upon completion of the assessment and verification process. Enagás GTS will publish the final allocated capacity on this page.
