Technical Management of the Gas System Regulations were approved and published in Order ITC/3126/2005, of October 5th, and are considered one of the mainstay s in technical management of the Gas System, establishing the relationships between the different agents who access the system and the   appropriate action procedures, with the objective of guaranteeing gas system supply continuity and safety.

These Technical Management of the Gas System Regulations finalise a long process which started in 2000 and was completed in 2005 with a text agreed between the Technical Manager of the Gas System and the Distribution, Transport and Retail companies, and which was finally approved by Order ITC/3126/2005 by the Ministry of Industry, Tourism and Commerce, further to a report issued by the National Energy Commission (CNE), which entered into force on November 1, 2005.

The Regulations are constantly updated to adapt them to market conditions through the process established in the Regulations, the content of which is specified in detail by the appropriate Detail Protocols. The Technical Manager of the Gas System Regulations are applicable to the Technical Management System  and to Transporters, Distributors, Suppliers and self-supplying Consumers.

As far as the scope and content of the rules is concerned, the Regulation establishes the general technical conditions for installation use on behalf of the users, the requirements and the schedule to carry out programs and nominations, the fundamental criteria relevant to systems and measurement procedures, as well as the basis to carry out consumption distribution and the distribution of the supply balances of gas, to include both the user, as well as the installation.

On the other hand, the Regulation includes the main guidelines for system operation, anticipating the process of drawing up the appropriate detail protocols for all those aspects which may require a higher level o definition.
Finally, the Regulation also includes system management procedures according to three operational scenarios, known as: Normal scenario, Exceptional scenario and Emergency scenario, which each have their own characteristics, which are dependent on the values a number of basic gas system control variables take on, with these values also being defined in the Regulation.

On the whole, the objective of this Regulation is to make communication surrounding the managementand use of the system more fluent, including, among others, the following measures:

  • Regular publications issued by the GTS on system operation.
  • The creation of a Gas System Monitoring Committee, whose participants include, as well as the State, the representatives of the subjects which intervene in the Gas System. The main objectives of the Gas System Monitoring Committee are:

              - Operational monitoring of the system
              - Coordination of the parties involved in the system
              - Providing information about issues of interest related to the gas system

  • This Committee is responsible for the CSSG Working Group, which consists of representatives of the GTS, transporters, distributors, suppliers, self-supply consumers, the CNE (the Spanish Energy Commission), the Ministry for Industry, Trade and Tourism, CORES and REE (Red Eléctrica de España), and which is responsible for preparing proposals to update, review and modify the regulations and protocols for management of the system.
  • All parties involved in the gas system may present proposals for modifications, reviews and updates of the Technical Management of the System Regulations and the detail protocols to this working group.
  • The proposals approved by the working group are sent by the GTS, together with supporting information, a report by the GTS and the arguments submitted by all parties to the Ministry of Industry, Trade and Tourism’s Directorate-General for Energy Policy and Mines, which is responsible for processing these and, following a report by the CNE, for approval and publication in Boletín Oficial del Estado, the Official State Gazette.
  • The obligation of the GTS and installation operators to publish any agreements, manuals, contract examples, or procedures which supplement what is already included in the Technical Management of the System Regulations .
  • The obligation to send periodic information relative to the use and operation of the gas system on behalf of the different agents in General Secretariat of Energy Policy and Mining, and the CNE.

The set of measures included in the Regulation, as well as the Detail Protocols, published in March 13, 2006 Resolution, establishes unequivocally and without discrimination the procedural rules which the Technical Management of the System Regulations, as well as the owners of the installation and each of the users which have the right to access the said installations, should follow.
