Coordinated Capacity Allocation at International Connections

Enagás implemented, for the first time, a pilot Capacity Allocation Mechanism (CAM) process in the interconnection between Spain and Portugal, consisting of a joint capacity allocation procedure based on the ENTSOG Network Code.

This initiative has arisen as a result of a proposal to create a regional natural gas market set forth in the 2011-2014 Work Plan of the South Gas Regional Initiative (SGRI).


Some of the advantages of the interconnection of transmission networks of Spain and Portugal are:

• Greater integration of the two markets
• Access to markets through a single virtual point
• Impulse to competitiveness due to increased cross-border transmission
• Process coordination

Enagás Transporte S.A.U. and REN led the joint capacity allocation process. To this end they established a Coordinated Auction Office (CAO) from which they manage and coordinate the process of allocating and assigning capacities, on behalf of all of the agents involved. The sending and receiving of documents will be centralized at Enagás headquarters.

How can one take part in the auction? To take part in the capacity allocation process, complete the official documents that are available below and e-mail them to transportista@enagas.es along with any questions that may arise on the process.


The Capacity Allocation Mechanism process includes the following auctions:

o Firm Yearly Products Auction: It includes 2 auctions for firm Yearly Products, one in the flow direction Spain-Portugal and the other in the flow direction Portugal-Spain, carried out simultaneously and independently, for a term of one year (in this case, from 1 October 2013 to 30 September 2014).

o Firm Quarterly Products Auction: It includes up to eight auctions for firm Quarterly Products overall, carried out simultaneously and independently, four of them in the flow direction Spain-Portugal, and four in the flow direction Portugal-Spain.

o Interruptible Products Auctions: It includes one auction for the interruptible Yearly Product in the flow direction Spain-Portugal, to be held in first place, and then up to four auctions in the same flow direction, carried out simultaneously and independently, for Interruptible Quarterly Products.
