Technical Management of the System
Mandatory Planning 2012-2020
By virtue of article 4 of the Law 34/1998, of 7th October, modified by the Law 12/2007, the Government is responsible for the hydrocarbons sector planning, with the Autonomous Regions collaboration.
Article 64 of the mentioned Law entrusts the Technical Manager of the Gas System to propose the development of the Basic Network and the storages facilities increase, establishing that this functions will be executed in coordination with the different agents operating or using the Gas System. Consequently, both in case of a new planning and in case of review of the existing one, as soon as the Government starts the process of planning, the Technical System Manager is responsible of the elaboration of the gas transmission network and storages facilities development proposal.
The object of the order ITC/734/2010, of 26th March 2010, is to invite the electrical system subjects, the gas system subjects, Autonomous Regions and new electrical generation projects developers to take part in proposals of electricity and natural gas networks development, as well as in the contribution of the information necessary for the correct development of the above mentioned process of planning.
From the day after the publication of the Order in the Official Bulletin of State, 26th March 2010, and during a three months period, the mentioned information and proposals should be communicated to the Electrical System Operator and Manager (Red Eléctrica de España, S.A.), to the Technical Manager of the Gas System (Enagás, S.A.) and to the Energy Planning and Development General Subdirection, belonging to the Secretariat of State of Energy of the Department of Industry, Tourism and Trade, who will be able to obtain additional information if considered necessary.
